Moldova has made the greatest progress among all candidate states for the European Union in the past 12 months, according to the 2025 Enlargement Report, presented by the European Commission on November 4. President Maia Sandu has made statements to this effect; she welcomed the document's results, noting that the country "is on the right track towards accession."

The head of state said that significant progress had been made in the areas of justice, energy, education, digitalization and regional development.

"We have achieved this result together - state institutions, civil society, citizens, and our European partners," Maia Sandu said. She expressed gratitude to all officials involved in the accession process.

The president emphasized that Moldova must maintain the pace of reforms and continue its European journey.

"Moldova deserves its place in the European family, where freedom is protected, and people can live with confidence in future," Maia Sandu also said.

The European Commission today adopted the annual Enlargement Package, which evaluates the progress of candidate states in the process of accession to the European Union. According to the document, Moldova has made significant progress on the path to European integration, completing the technical screening stage and meeting the conditions for opening more negotiation clusters.

The European Commission notes that Moldova has met the conditions for launching three negotiation clusters - "fundamentals," "external relations," and "internal market," and all ten clusters might be opened by the end of 2025.

The European government welcomes the commitments of the Moldovan authorities to provisionally close negotiations by early 2028, considering the objective "ambitious, yet achievable," if the current pace of reforms is maintained.

The Commission's report highlights progress in the rule of law, public administration reform and strengthening democratic institutions, and mentions the solid parliamentary support for the European path of Moldova.
