PM says success to be measured through investments, better public services, people who choose to build future in Moldova
The parliament has given a vote of confidence to the cabinet of ministers headed by Vasile Tofan and has approved the governing programme, European Economy, Efficient State. The programme proposes a new model of governance focused on five priorities: reviving the economy, leveraging EU accession for the country’s modernization, building an efficient, digital and fair state, strengthening security and the rule of law and improving citizens’ quality of life.
In his speech, Prime Minister Vasile Tofan noted that Moldova was going through a period marked by economic pressures, demographic and security challenges; yet, it has the resources and opportunities needed to move forward. In the context, the new government will focus on swift decision-making, disciplined implementation and measurable results.
“The clock on our actions is not in years, it is in days and hours. Every day must become a deadline to find and implement solutions. Any delay has a real cost: every day, another young person may decide to build his/her life in another country and another investor may choose another market. The time we lose costs us our future,” the PM emphasized.
The prime minister underlined that the government’s priority was to restart the economy by stimulating investment, reducing bureaucracy, digitalizing public services and creating a predictable environment for entrepreneurs. At the same time, the cabinet aims to use the EU accession process as the main driver for modernizing the institutions and economy of Moldova.
“The priority of this government is to restore confidence, energy and initiative in the economy. Not through optimistic speeches, but through decisions that show people it is worth investing, working and building here, at home. Our ambition is for Moldova to become the most business‑friendly European country for entrepreneurs,” the prime minister said.
The PM also announced that the government would launch a broad process of increasing the efficiency of public administration, based on institutional audits, digitalization of services and the elimination of structures and procedures that do not bring value to citizens: “Too often, the state asks the citizen to be more organized than it is itself. The state must be smaller where it duplicates functions and stronger where it is indispensable – security, justice, infrastructure, education, health and the protection of the vulnerable.”
At the same time, reforms in the justice sector will continue, as well as the strengthening of state security and the preparation of Moldova for the completion of EU accession negotiations by the end of 2028.
The governing programme also includes measures for infrastructure development, modernization of agriculture, increased investment in education and health, reform of the pension system and expansion of social services, so that the benefits of economic growth are reflected directly in people’s lives.
“The government’s activity will be evaluated based on concrete results, and each minister will have clear objectives and performance indicators, monitored and reported publicly. Success will not be measured by the number of meetings, laws or press releases. It will be measured by investments made, growing enterprises, higher exports, completed European projects, better public services and by the number of people who choose to build their future here.”
In conclusion, the prime minister called for responsibility and political cooperation in implementing reforms and harnessing the development opportunities of Moldova: “I will not sell hopes. I will come with solutions: figures, actions, unblocking and implementation. For a European economy and an efficient state.”
