
Government approves amendments to boost implementation of energy efficiency projects in Moldova
Energy efficiency projects will be easier to implement, and the utilization of renewable energy sources will increase. To this end, the government has approved several amendments to Energy Efficiency Law.
Thus, the National Center for Sustainable Energy will be able to provide financial guarantees and pay the interest rate for loans granted to condominium owners' associations and individual homeowners for financing energy efficiency projects or harnessing renewable energy sources.
The number of construction companies that can carry out energy efficiency projects has been expanded. Regarding energy audits, the right to provide this type of service will be granted to all enterprises, regardless of their legal form, including non-governmental organizations and scientific institutions. Until now, audits could only be conducted by commercial companies.
Moreover, the obligation to conduct energy audits for buildings smaller than 250 square meters is canceled. It remains mandatory for projects that are fully or partially funded by the state budget. For larger buildings, the audit can be replaced with an energy performance certificate.
The amendments will also have a positive impact on thermal energy suppliers. Starting in 2025, they are exempted from contributions paid within the energy efficiency obligations scheme, creating premises for reducing thermal energy tariffs.
In the Republic of Moldova, the implementation of policies in the energy efficiency and promotion of the use of energy from renewable sources is ensured by the National Center for Sustainable Energy.
