
New energy efficiency amendments to support vulnerable consumers
Today the government approved several amendments in the energy efficiency and energy auditing meant to support vulnerable consumers and strengthen energy audit control.
The provisions on energy vulnerability have been updated, the eligibility criteria for the program Energy Efficiency Fund in the Residential Sector of the Republic of Moldova have been aligned with the new definitions in the Law on energy vulnerability reduction fund.
Within the Appliance Voucher Program, the criteria for selecting beneficiaries have been updated, and the reference to vulnerability categories has been removed. Beneficiaries will be selected from the Energy Vulnerability information system, according to the eligibility criteria examined by the financing and risk committee of the National Center for Sustainable Energy.
The mechanism for verifying the quality of energy audit reports has been revised. A more efficient system has been introduced, which will reduce processing time, lower costs and provide clear intervention levers by the authorities in case of non-compliance.
At the same time, it is planned to expand access to the electronic register of energy auditors for foreign citizens who do not hold Moldovan citizenship but have the legal right of residence and possess recognized energy auditor certificates issued by European Union member states or partner countries.
The amendments concern government decisions on Fund for Energy Efficiency in Residential Sector, the Appliance Voucher Program and energy auditors and energy auditing.
