
Prime Minister on National Development Plan
National Development Plan 2026-2028, approved today by the government is the document that reflects the effort of building our country and aligning with the living standards of the European Union. Prime Minister Dorin Recean made the statement at today's cabinet meeting, before the document was approved by the government.
'This is our plan that shows how we will develop in the upcoming period, aligning our effort to build our country and align with the living standards of the European Union,' he said.
According to the Prime Minister, the Plan targets four segments: infrastructure modernization, security and resilience, economic development for the benefit of citizens and EU integration.
Secretary General of the Government Artur Mija said that the document includes 267 concrete projects, describing what Moldova will look like in 2028.
'In the past four years, the government has taken concrete steps to build European Moldova: a safe and prosperous country for people and businesses. We will continue to implement reforms that ensure a better life for all citizens. The main actions we aim to implement can be found in the National Development Plan. There are 267 concrete projects that describe what Moldova will look like in 2028,' he said.
The document sees 108 modernization actions for the country, which will be implemented through 267 development projects. 65% ensure the continuity of projects started within the NDP 2025-2027, and every third initiative is new, adjusted to current needs and European integration objectives.
Major planned projects include repairing 200 km of railway and 1,370 km of national roads. In the coming years, the construction and modernization of thousands of kilometers of roads are planned, including Iași - Ungheni - Chișinău - Odesa highway, Bălți - Florești - Mărculești route, the access route to Cosăuți - Yampol Bridge, and several roads in rural areas.
Two regional hospitals will be built in Bălți and Cahul, and 100 new ambulances will be purchased. At the same time, plans include creating 3,000 new places in kindergartens, renovating 90 schools, digitizing over 250 public services, and supporting over 3,200 small and medium-sized enterprises.
According to the document, the government will continue to expand water and sewage networks for an additional 100 localities and invest in the country's energy security by constructing 70 km of electrical line Strășeni - Gutinaș and 90 km Bălți - Dnestrovsk.
In the next three years, the government will focus on modernizing localities, improving living conditions, creating jobs, strengthening social and economic infrastructure, ensuring citizen security, and expanding access to digital public services. NDP supports essential reforms for Moldova's accession to the European Union by 2030.
'The National Development Plan guarantees that every citizen will have access to better services, modern infrastructure and new opportunities,' concluded Artur Mija.
The plan's implementation will be evaluated annually, based on outcome and impact indicators set for each strategic objective. The results will be set out in the government's annual report, presented to parliament.
