Moldova to have legal framework for crypto-assets' market

Individuals and companies that issue, trade, or provide services involving crypto-assets will operate based on clear rules, while users will benefit from greater transparency and protection. The Government has approved a draft law on the crypto-assets’ market.

The draft law defines who can operate on this market, what conditions they must meet, and who will supervise the sector. Responsibilities will lie with the National Bank of Moldova and the National Commission for Financial Markets.

The new rules will require greater transparency from companies, proper information for clients and protection measures for people who buy or use crypto-assets.

At the same time, mechanisms will be introduced to prevent market manipulation and the abusive use of confidential information.

The law will divide crypto-assets into three categories: electronic money tokens, which stabilize their value in relation to an official currency; asset-referenced tokens, which stabilize their value in relation to one or more assets; and other types of crypto-assets.

Certain assets, such as NFTs, will not fall under the scope of this law. Also excluded will be crypto-assets that qualify as financial instruments, deposits, funds, insurance or reinsurance products, or pension and social security systems.
