Head of EU Partnership Mission in Moldova, Ambassador Cosmin Dinescu awarded Diplomatic Merit medal

Head of the EU Partnership Mission in Moldova, Ambassador Cosmin Dinescu today was awarded the Diplomatic Merit Medal, Class II. The distinction was conferred as a sign of high appreciation for his contribution to strengthening the resilience of Moldova, particularly in crisis management and combating hybrid threats, including in the field of cybersecurity and countering information manipulation and foreign interference.

The distinction was awarded by Deputy Prime Minister Mihai Popsoi, on the occasion of the conclusion of the ambassador’s mandate as Head of the European Union Partnership Mission in Moldova (EUPM).

During the farewell meeting, Mihai Popsoi praised the role of EUPM as a trusted partner of the national authorities, especially in strengthening crisis management capacities and in countering hybrid threats.

“I thanked Ambassador Cosmin Dinescu for his professionalism and his engagement in strengthening cooperation between Moldova and the European Union. I appreciate the Mission’s contribution to reinforcing the resilience of national institutions, including in the context of conducting the 2024–2025 electoral processes under democratic conditions,” said Mihai Popsoi.

The official also welcomed EUPM’s support for the deployment, in 2025, of the European Union’s rapid reaction teams in the field of hybrid threats and underlined the relevance of this mechanism for other partner states as well. At the same time, the assistance provided to the Foreign Affairs Ministry was appreciated, including in the areas of strategic communication and IT systems.

The officials reviewed the implementation of the EUPM Action Plan for the period 2025–2027, noting the progress achieved and the effective cooperation with national institutions.

In conclusion, Deputy Prime Minister Mihai Popsoi thanked Ambassador Cosmin Dinescu for his professionalism and his contribution to strengthening cooperation between Moldova and the European Union.
