London Declaration: United Kingdom, Moldova expand cooperation, opening new opportunities in education, research
The United Kingdom and Moldova will deepen their cooperation relations throughout 2026 and beyond, both through the Strategic Dialogue and other bilateral channels. This commitment is set out in a declaration adopted in London during the fifth meeting of the UK – Moldova Strategic Dialogue.
The UK authorities welcomed the conduct of the parliamentary elections in Moldova, stressing that they proved democratic resilience in the face of external pressure and persistent threats. At the same time, the United Kingdom reaffirmed its strong support for the country’s sovereignty and its European path, also recognizing Chisinau’s contribution to regional security, including its support for Ukraine.
The two sides highlighted progress in strengthening Moldova’s resilience to hybrid threats, including through the exchange of experience in countering information manipulation and foreign interference. They also reiterated their commitment to expand cooperation in such areas as security, defence sector reform, combating organized crime and tackling illicit financing.
The Dialogue reflected an intensification of high-level bilateral relations over the past year. In the context, the sides emphasized President Maia Sandu’s visit to the United Kingdom in 2025, including meetings with the King and the British Prime Minister.
Another important topic was the entry into force, in August 2025, of the agreement on mutual recognition of driving licences, considered a concrete step in facilitating contacts between citizens of the two states. The parties also agreed to expand the bilateral legal framework and explore new cooperation opportunities, including in education and research.
The United Kingdom congratulated Moldova on successfully holding the Presidency of the Council of Europe, which will culminate with the meeting of the Committee of Ministers, scheduled in Chisinau in next May.
In parallel, the Trade Configuration Dialogue meeting was also held, focusing on strengthening economic relations and promoting sustainable growth. The event was hosted by officials from the UK Foreign Office and brought together high-level representatives from both states.
The delegation of Moldova was led by Carolina Perebinos, Secretary of State of the Foreign Affairs Ministry, along with representatives of the Ministries of Defence and Economic Development and Digitalization.
