
Swiss Cooperation Programme 2025-2028 launched in Chișinău: 104 million Swiss francs for Moldova's development
Switzerland will invest 104 million Swiss francs (2.1 billion lei) in Moldova's development over the next four years. The Swiss Cooperation Programme 2025-2028 was officially launched on 10 April in Chișinău. The event also included the presentation of projects carried out with Switzerland's assistance from 2018 to 2024, which contributed to the well-being and cohesion of Moldovan society.
Deputy Director of the Swiss Agency for Development and Cooperation (SDC) emphasized that Switzerland and the Republic of Moldova share common interests and that the Cooperation Strategy 2025-2028 aims at economic development, humanitarian assistance and the promotion of human rights.
“The Republic of Moldova and Switzerland are smaller European states that share numerous common interests. Our collaboration also depends on an international system based on rules, grounded in dialogue, and in the search for common solutions to global challenges. In the context of an internationally tense situation, our Parliament recently approved Switzerland's International Cooperation Strategy 2025–2028, which sets priorities for development and economic cooperation, humanitarian assistance, and the promotion of human rights and elderly well-being,” stated Didier Chassot.
State Secretary of the Government Ana Calinici emphasized the importance of the long-term partnership between the Republic of Moldova and Switzerland, highlighting the positive impact of Swiss cooperation programs across all the country's regions.
“Our long-term partnership has taught us how valuable people are. Today, in this room, we see individuals who have been involved in various ways in Swiss cooperation programs in the Republic of Moldova. Beneficiaries of Swiss cooperation programs are found in every region of the country. We can be proud of the results achieved together. Since 1992, the Republic of Moldova has benefited from Swiss assistance worth over 300 million euros, with a visible and profound impact,” Ana Calinici said.
Mayor of Selemet, Cimișlia, Tatiana Badan said that the locality has benefited from Swiss state assistance through the implementation of several projects.
“With the support of the Swiss state, we have managed to implement several projects in our community. These projects have encouraged people in the locality to stay at home to promote and participate in the development of our country. The support presented today for the upcoming period, I hope, will also bring encouragement for other localities and for us, of course,” Tatiana Badan said.
Director of the Swiss Cooperation Office in the Republic of Moldova Guido Beltrani presented the program for 2025-2028, with main orientations in supporting reforms in the Republic of Moldova, mitigating the consequences of the war, governance and social cohesion, development and economic resilience, health and local public services. The total budget of this program is 104 million Swiss francs.
Switzerland's support in the Republic of Moldova has significantly improved the health sector, including by modernizing maternity conditions and emergency services. Thus, three pediatric emergency centers in the northern and central regions have been adequately equipped to effectively handle medical cases. Also, modern centers for stroke treatment have been installed in several regions of the country.
In parallel, Swiss support has strengthened the provision of public services and promoted transparency and citizen involvement at the local level. Eight municipalities have learned to develop sustainable partnerships, including through the creation of community kindergartens, following the process of voluntary amalgamation.
Another priority has been harnessing the potential of migration and diaspora, an important segment of Moldovan society, with over one million people. By organizing training sessions and improving policies, it has encouraged diaspora involvement and strengthened the connection with Moldovans in the country's business.
