Clearer rules on when horticultural plantations begin bearing
Chișinău, September 10, 2026 – MPs approved in the first reading a bill establishing clearer rules on when horticultural plantations begin bearing.The bill provides for supplementing the Horticulture Law with new criteria for determining the time when plantations begin bearing. This will be determined based on the cultivation system, the characteristics of the variety and rootstock, as well as the planting material used. The commencement of bearing and the acceptance of horticultural plantations in the first year of vegetation will be carried out in accordance with regulations approved by the Government.
According to the Ministry of Agriculture and Food Industry, the author of the bill, the new rules will adapt the legislation to current production conditions and help agricultural producers use their investments in the horticultural sector more efficiently.
The bill also provides for removing from the Horticulture Law the provisions concerning the Horticultural Office, including those related to its organization, operation, and financing. Responsibilities for developing and implementing policies in the field of horticulture will continue to belong to the competent public authorities and institutions.
According to the authors, the measure will prevent the duplication of administrative responsibilities and additional costs for producers and exporters of horticultural products.
The bill will be submitted for consideration in the second reading.
