My Village – Our Town Hall: Over 790 city halls involved in voluntary amalgamation process
Villages remain the property of their people – with their names, traditions, households, memories, and their own way of life. What changes is the capacity of town halls to do more for the community. This is the goal of the local public administration reform.
A video spot dedicated to the My Village. Our Town Hall campaign, which explains in simple terms what voluntary amalgamation of municipalities means and how this reform can bring more resources, better services, and greater investments to localities across the Republic of Moldova, was launched today.
The spot was produced in collaboration with the production team of the domestic film “Hotarul” – a comedy that explores conflicts between neighbors and the differences that can either bring us together or drive us apart.
At present, over 790 municipalities are involved in the process of voluntary amalgamation. The purpose of the local public administration reform is to create stronger town halls, capable of managing resources more efficiently, attracting investments, and providing better living conditions for people.
“We work day by day, side by side with mayors and communities, so that this number grows and more and more localities can benefit from the opportunities offered by the local public administration reform. We want to give our strong mayors strong town halls, capable of attracting investments, implementing development projects, and delivering better public services for citizens,” said Government’s Secretary General Alexei Buzu.
Today, many town halls have small budgets and limited opportunities to invest in things that are essential for people: roads, water and sanitation, street lighting, waste management, or public services closer to citizens. Over 87% of the city halls in the Republic of Moldova serve communities of fewer than 3,000 inhabitants.
Through voluntary amalgamation, localities can decide to merge their administrations in order to have more resources and a greater development capacity. Communities that choose this path will benefit from financial incentives of 3,000 lei for each inhabitant of the villages that amalgamate. Another important benefit is bringing public services closer to citizens. Over 600 services will be accessible through Unified Service Provision Centers and the One-Stop Shop. At the same time, in every locality there will be a representative of the mayor, so that the link between the local administration and the community is maintained.
Voluntary amalgamation does not mean the disappearance of villages. Villages remain the property of their people. Traditions remain the same. Only the capacity of town halls to build more changes: better roads, more efficient services, and better living conditions for every family.
