Deputy Prime Minister about plan for country’s reintegration: All attempts to negotiate reintegration elements with Tiraspol rejected
The developments and actions carried out in reintegrating the country fit into a “strategic vision” rather than a “plan for the country’s reintegration,” given that “any attempts to negotiate reintegration elements with those in Tiraspol have been rejected.” Deputy Prime Minister for Reintegration Valeriu Chiveri made the statements at a TV show.
According to the official, a reintegration plan means a set of actions with implementation deadlines and designated responsible actors, which at present would be impossible to implement.
“In the sense of a reintegration plan, this is practically not feasible, based on our 30 years of experience, during which any attempt to negotiate reintegration elements with those in Tiraspol has been rejected. We cannot imagine that a plan can be negotiated and implemented, given the fact that you cannot carry out a plan drafted here in Chișinău that targets a non‑controlled territory. For us, it was very important to maintain the support of our partners for the sovereignty and territorial integrity of the Republic of Moldova, and we have succeeded in this. With regard to the process of reintegrating the country, we are essentially talking about a strategic vision. This vision allows us to take prompt and effective action at the moment when it is necessary. We have an example – the energy crisis in the Transnistrian region at the beginning of last year. At that time, measures were taken that immediately enabled us to provide a response. A response offered together with our partners. It is another matter that it was not accepted by Tiraspol,” said Valeriu Chiveri.
The Deputy Prime Minister noted that Chișinău authorities allocated around 30 million lei last year for the implementation of 36 projects in localities in the security zone that are controlled by the constitutional authorities.
“The measures are part of the program of actions for the country’s reintegration and are extremely important for the development of the localities. The year 2025 was a year of consolidating reintegration policies, with progress recorded in the strategic, diplomatic and economic fields. When we talk about the Transnistrian issue, perhaps many people expected more visible actions than could actually be implemented, but I want to say that maintaining peace and stability was an extraordinary result for the Government of the Republic of Moldova, as in previous years. The process has advanced especially in the strategic, diplomatic and economic spheres, but it has not been very visible in terms of fundamental changes on the ground,” added Valeriu Chiveri.
Chișinău authorities announced at the end of last year that they are working on a strategy for the reintegration of the Transnistrian region, since the 5+2 negotiation format is no longer functional and cannot be resumed in the current regional context. Also, in the context of potential peace negotiations between Ukraine and the Russian Federation, our country does not aim to be part of a package for settling the Transnistrian conflict, but rather part of a regional security package.
