Moldovan PM says friendship between Moldova and Germany solid, based on trust, respect, results

Germany is one of Moldova's most important partners and the friendship between the two states is solid, based on trust, respect and results. Prime Minister Dorin Recean has made statements to this effect at news conference held jointly with Germany's Foreign Minister Annalena Baerbock, on a visit to Moldova today.

The PM thanked Germany for its constant support for Moldova and emphasized the need to remain united and protect "freedom and our shared future in the great European family."

"No country has become a success story without initial strong support and robust partnerships. We've asked our partners for this assistance to build roads, hospitals, schools and jobs. Everything we do is for people, for a better life here at home. Germany has answered this call and is one of Moldova's most important partners. It's the largest bilateral donor to the Energy Vulnerability Reduction Fund, with a 25-per cent contribution, amounting to 33 million euros in 2025 and 40 million euros in 2023. Germany supports the modernization of the water network in Cahul, with an investment of about 8 million euros. Eighteen vehicles have been recently  donated to Moldova's Customs Service, a concrete help for our border security. Germany invests in energy efficiency and social infrastructure, supports dual education. Economically, Germany is the country’s fifth trade partner and the seventh investor in terms of capital volume. We have over 400 German capital companies, providing thousands of jobs," said Dorin Recean.

The prime minister also addressed the challenges Moldova was facing. According to him, "the most recent challenge was when Russia left the residents of the Transnistrian region in darkness and cold, with the obvious aim of causing a humanitarian crisis and conflict between the inhabitants on both banks of the Dniester."

"Russia is trying to overturn Moldova's European path, chosen and supported by its citizens, attempting to undermine democracy, impose people loyal to Moscow and transform our border with Ukraine into a conflict zone. In 2024, Moldova came under unprecedented pressure. Before the presidential elections and the EU Accession Referendum, Kremlin's agents launched a massive vote-buying operation. They spent about 200 million euros to influence the vote and destabilize our country; yet, they failed. We acted quickly, decisively. We dismantled vote-buying networks, mobilized citizens and defended our right to decide our future. Moldovans chose Europe, not Moscow's money, not propaganda, not fear, and Europe heard us, supporting our sovereignty and right to choose our future," emphasized Dorin Recean.

In the context, the prime minister mentioned that, in 2024, EU accession negotiations had officially began, and in 2025 the Economic Growth Plan for Moldova was adopted, with financial support of 1.9 billion euros, of which 520 million represent non-reimbursable grants. The PM said that, in 2025, Moldova would receive 200 million euros in pre-financing, for the authorities to launch initiatives for country’s modernization.

The two officials reiterated their support for a just peace in Ukraine. "A just peace for Ukraine is absolutely necessary, both from a security and economic perspective," said Dorin Recean.

Germany's Foreign Minister Annalena Baerbock is on an official visit to Chisinau on April 2-3. The official had meetings scheduled in Chisinau with President Maia Sandu and Prime Minister Dorin Recean. At the same time, the German minister will visit a vocational school and meet mayors from Moldova’s settlements.
