Citizens returning from Diaspora to continue to benefit from tax, customs facilities for import of personal use goods

Citizens of Moldova returning from the Diaspora will continue to be exempted from import duties for certain personal use goods. The government today positively endorsed a draft law that provides for the extension of the mechanisms for providing tax and customs facilities for those who choose to return to live in the country.

The draft was proposed as a legislative initiative by a group of MPs. Its aim is to grant exemptions from import duties when introducing personal use items, including a means of transport, into the territory of Moldova, provided that certain conditions are met.

“The mechanism has existed until recently, and the deputies came up with the initiative to extend it until the end of 2026, with certain modified parameters regarding what goods citizens can bring from the Diaspora, as well as certain control and monitoring measures to ensure that the mechanism targets those who should benefit and cannot be utilized by others not intended to be covered by it,” said Finance Minister Andrian Gavrilita at the cabinet meeting.

Prime Minister Alexandru Munteanu emphasized that this was one of the incentives proposed by the authorities to support the country's citizens willing to return to live in Moldova.

“In our discussions with the Diaspora, this issue was analyzed. We are trying to establish a framework for the reintegration of the Diaspora into the country, and this is one of the incentives,” stated Prime Minister Alexandru Munteanu.

President Maia Sandu in 2021 proposed a draft law providing for the exemption from more taxes for personal use goods brought into the country by Diaspora Moldovan citizens who ruled to settle back home.
