For first time, residential blocks can receive direct state subsidies for energy efficiency works

Residential blocks in the Republic of Moldova can receive direct state subsidies for energy efficiency works. The first five Condominium Owners Associations (APC) in Chișinău and Bălți have received the technical project documentation and can access funds for energy renovation of residential blocks.

The five associations have completed all stages: from the free energy audit to the completion of the technical projects for the renovation works. After finalizing the technical project documentation, they can benefit from financial support through Moldovan Residential Energy Efficiency Fund (FEERM) Program for carrying out energy efficiency works.

“It is the first time residential blocks in the Republic of Moldova can benefit from direct state subsidies for energy efficiency works. It is a crucial step toward modernizing the housing stock and reducing maintenance costs. We are pleased that the first five associations have reached this stage, and we hope their example will be followed by many more communities in the country,” said Ion Muntean, director of the National Center for Sustainable Energy (CNED).

In total, the five blocks comprise 322 apartments and a total area of over 17,060 m². The projects include measures to improve thermal comfort and reduce energy consumption, including thermal insulation of the roof, exterior walls, and basement; modernization of heating and hot water systems; installation of solar and photovoltaic panels for common areas; replacement of doors and windows in common spaces; modernization of lighting and elevators.

Through the FEERM program, residents can benefit from a grant of up to 70% of the total investment value. The personal contribution is a maximum of 30%, but energy-vulnerable households may receive up to 90% of the contribution, depending on the degree of vulnerability if they are registered on the platform compensatii.gov.md.

FEERM is a national program with a budget of 1.4 billion lei, aimed at financing energy rehabilitation projects for housing in the Republic of Moldova. The program supports both multi-story blocks and individual households, aiming to improve energy efficiency and reduce carbon emissions in the energy sector.
