Moldovan government approves new measures to facilitate business development in Moldova

The government has approved a string of measures that facilitate business development and simplify the relationship between entrepreneurs and the state. A draft law to this effect, responding to the requests of entrepreneurs, has approved at the government meeting.

Among the measures included in the draft, there is the removal of the prohibition on registering a new business, if the person previously had inactive, unsolved enterprises or with debts. The current provision restricts entrepreneurial freedom and discourages economic initiative.

At the same time, the stipulations regarding the payment of anticipated dividends have been removed. They can now be paid at any time, not just quarterly or semi-annually, as currently stipulated. The obligation to publish in the Official Journal announcements on changes to the company's headquarters, name and initiation of the liquidation process has been eliminated.

Another change concerns the fact that economic agents will be able to place advertising on the facade of premises owned or used on commercial purposes, without needing the consent of all owners in the block of flats.

Food-related units can be located in individual residential houses, if their activities pose a low risk of disturbing neighbors. Special requirements related to staff in commerce and public food services are repealed, so that employees will no longer need specialized professional training, as the present legal framework already ensures hygiene and safety requirements.

The draft also contains a string of changes regarding the removal of the need to present various paper-based documents, once digital systems are implemented.

According to estimates by the Ministry of Economic Development and Digitization, the measures could generate annual savings of about 85 million lei for the business environment - resources that can be reinvested in development, creating new jobs or increasing salaries.

In the last three years, six packages have been developed and promoted to reduce bureaucracy.
