Investigation completed at Moldovan Medical University in case of residency diplomas: documents comply with law

The Nicolae Testemitanu State University of Medicine and Pharmacy (USMF) has announced the completion of the work of the investigative commission regarding the issuance of residency diplomas for foreign citizens. The institution says that the diplomas issued are legally valid and in line with the current legal framework.

According to the cited source, the commission, which was established in November 2025, operated until January 12, 2026 and verified admission procedures, participation in training, academic evaluations, as well as the files of residents enrolled on the period 2020–2025.

Following the analysis, the institution announces that the diplomas issued are legally valid and comply with the legal framework in force, including those provided for in media materials.

At the same time, the final report emphasizes the need to improve certain internal procedures and to strengthen control mechanisms, in order to ensure a rigorous and transparent educational process.

The leadership of USMF said that it would implement the recommendations formulated by the commission and reiterated its commitment to academic integrity, legality and national and international standards in the medical field.

In November 2025, the Romanian authorities launched an investigation targeting more physicians who requested that Romania’s Ministry of Health recognize their specialist physician titles got at the Nicolae Testemitanu State University of Medicine and Pharmacy of Moldova. On this purpose, the physicians submitted residency graduation diplomas issued by USMF.

Romanian prosecutors suspected that the residency studies, which require mandatory physical presence at the university clinical bases in Moldova, may not have actually taken place. During this period, the concerned physicians were employed full-time in Romania. The investigation targets specialists in more fields, including emergency medicine, orthodontics, plastic and aesthetic surgery, reconstructive microsurgery, imaging, dentoalveolar surgery and periodontology.
