Moldovan Judges Evaluation Commission announces annual report: 50 evaluations completed, eight rounds of hearings

The Judges’ Evaluation Commission has presented its activity report for 2025. Throughout the year, 50 evaluations were conducted, of which 32 included promotion proposals, while 18 included non-promotion proposals.

According to the cited source, the Commission's work also included eight rounds of hearings, conducted either in a panel of three members or in plenary sessions, allowing subjects to clarify doubts regarding integrity. The hearings took place, on average, once every month and a half.

The evaluation of judges in office from the three Courts of Appeal was completed, as well as of candidates submitted by the Superior Council of Magistracy (CSM) for the vacant positions.

At the Centru Court of Appeal, the evaluation included 18 judges and seven re-evaluations ordered by the CSM. At the Northern and Southern Courts of Appeal, eight out of the 23 notified judges completed the evaluation, while the others resigned.

All 13 candidates for positions in the Courts of Appeal were evaluated, of whom eight received promotion proposals. In the case of judges in leadership positions over the past five years, most reports have been issued, and the remaining evaluations and hearings will be completed at the beginning of 2026.

At the Supreme Court of Justice, five candidates received promotion proposals, while five withdrew from the competition. For the vacant positions in the CSM colleges, two candidates withdrew, and one received a non-promotion decision.

In July 2025, the Commission's composition was expanded to nine members, allowing the establishment of three new evaluation panels and increasing operational capacity. For 2026, the Commission estimates the completion of all ongoing evaluations and re-evaluations and is prepared to continue the external evaluation process according to the legal framework.
