
Starting next year, several state institutions to be reorganized
Starting from 1 January 2026, several public institutions in the Republic of Moldova will be transferred from the Government’s authority to the relevant ministries, according to a legislative project reviewed today by the Parliamentary Committee on Public Administration and Regional Development.
Thus, the State Agency for Intellectual Property will be subordinated to the Ministry of Justice, the Agency for Interethnic Relations and the National Agency for Research and Development – to the Ministry of Education and Research, the Agency for Medicines and Medical Devices – to the Ministry of Health, and the Public Property Agency – to the Ministry of Economic Development and Digitalization.
However, some institutions will maintain their current subordination, including the National Agency for the Prevention and Combating of Violence against Women and Family Violence, the National Bureau of Statistics, the National Anti-Doping Agency, the Bureau of Investigation of Transport Accidents and Incidents, the Agency for Geodesy, Cartography, and Cadastre, the National Social Insurance House, and the National Health Insurance Company.
The project stipulates that the legal status of the heads of these institutions will not change, and they will remain public dignity positions. An exception is the National Health Insurance Company (CNAM), which will be integrated into the unique system provided by the Law on Central Specialized Public Administration, with its employees becoming public servants and being salaried according to the legislation regarding the unitary salary system in the budgetary sector.
