EU Summit final declaration

The 27 state leaders of the European Union reiterated on Thursday at the European Council meeting their strong support for the European path of the Republic of Moldova and invited the Council to move to the next stage in the negotiation process, emphasizing that the Republic of Moldova is ready to open the first group of chapters on fundamental values.

In the Final Declaration of the meeting, the European Council reiterated the European Union's strong support for the sovereignty, territorial integrity, resilience, and economic development of the Republic of Moldova.

“The European Union will continue to work closely with the Republic of Moldova to enhance the resilience and stability of this country, which faces ongoing destabilizing activities carried out by Russia, including hybrid attacks intended to undermine the country's democratic institutions,” the declaration reads.

At the same time, the European Council reiterated support for the Republic of Moldova in the accession process, noting that the country has made significant progress.

“The European Council congratulates the Republic of Moldova on the pace of its accession-related reforms, welcomes the significant progress achieved, and encourages the Republic of Moldova and the Commission to intensify work within the accession process,” the cited source indicates.

Additionally, the 27 member states invited the Council to move to the next stage in the accession process, based on merit, once all conditions are met.

“The European Council acknowledges the Commission's assessment that Cluster 1, pertaining to fundamental values, is ready to be opened,” the declaration states.

Deputy Prime Minister for European Integration Cristina Gherasimov said that this is an unprecedented recognition of our country's efforts and an important signal that on its European path, Moldova enjoys the full support of all 27 EU member states.

“We thank the 27 state leaders who yesterday, at the European Council meeting, reiterated the EU's strong support for the European path of the Republic of Moldova, congratulated our country on the pace of its accession-related reforms, and invited the Council to proceed to the next stage of negotiations, underlining that Moldova is ready to open the first group of chapters on fundamental values,” said Gherasimov.

The paragraph about the Republic of Moldova in the final declaration of the EU summit was included at Romania's initiative. “Romania's interests are with the Republic of Moldova,” said the Romanian president before the meeting.

On 4 July 2025, the first Moldova-EU Summit will take place in Chișinău.
