Moldova prepares for managing European funds: institutional framework scenarios discussed at consultative meeting
Moldova is preparing for the management of European funds. The scenarios proposed for creating the institutional framework to this end have been discussed at a consultative meeting with representatives of all institutions involved in Chapter 22 of the negotiations - Regional Policy and Coordination of Structural Instruments.
The analysis developed by the State Chancellery, with support from the German Agency for International Cooperation (GIZ) and Civitta Moldova, identifies the steps necessary for institutions to be ready to efficiently administer European funds during the pre-accession and post-accession period 2028–2034.
The document includes best practices from such countries as Romania, Croatia, and Poland and provides three scenarios for organizing the system of coordination and management of EU funds.
According to the State Chancellery, the next step the establishment of the institutional architecture and designating key structures responsible for programming, management, control and audit.
At late last September, Moldova completed the bilateral screening process initiated in July 2024. During this exercise, experts from public institutions analyzed more than 100,000 pages of national legislation compared to the European Union’s one.
At the same time, on November 4, the European Commission adopted the annual enlargement package, evaluating the progress made by partner states on the path to European integration in the past 12 months. The document notes that Moldova has made significant progress, completing the technical examination phase (screening) and meeting the conditions for opening more negotiation clusters.
