Government approves draft law on state social insurance budget for 2026

The government today approved the draft state social insurance budget (BASS) for 2026. The budget provides for revenues amounting to 51.45 billion lei and expenditures amounting to 51.45 billion lei.

The document was set up by the Ministry of Labor and Social Protection jointly with the National Social Insurance House (CNAS).

During the Government meeting, Minister of Labor and Social Protection Natalia Plugaru emphasized that this budget aims to demonstrate responsibility towards citizens.

"Behind every number in the BASS budget, there is a real life, a pensioner, a child, deserving of a secure start in life, or a family in need of support. The social insurance budget for 2026 will amount to 51.45 billion lei. This includes the protection program for the elderly and pensioners—with a budget of 34 billion lei, an 11% increase from last year. Every leu invested here means our respect for a lifetime of work and security for our parents and grandparents who have worked their whole lives. Next year, we will provide pensions for over 665,000 people. The minimum pension has significantly increased since 2021, from just 1,188 lei to 3,055 lei—a 157% increase in recent years. As of April 1, 2026, we anticipate an indexation of about 6.8%, depending on the evolution of economic indicators," declared Natalia Plugaru.

Thus, BASS revenues for 2026 are estimated at 51,454,878.8 thousand lei, with an increase of 4,941,158.7 thousand lei or 110.6% compared to the revenues approved for 2025, and 2,078,461.0 thousand lei or 104.2% higher than the revenues specified for 2025.

The share of forecasted state social insurance budget revenues in GDP for 2026 is estimated at 13.6%. In the structure of total BASS revenues for 2026, general resources will constitute 62.8%, and transfers from the state budget will account for 37.2%.

Mandatory state social insurance contributions were predicted at 31,340,900.0 thousand lei, with an increase of 3,518,287.7 thousand lei (12.6%) compared to the sum of approved contributions and 3,310,287.7 thousand lei or 11.8% compared to those specified for 2025.

From the total amount, mandatory state social insurance contributions paid by employers will constitute 31,051,700.0 thousand lei, and those paid by unemployed individuals—289,200.0 thousand lei.

Other revenues were forecast to amount to 955,100.0 thousand lei, of which revenues from the single tax levied on residents of IT parks are 946,290.0 thousand lei, and other revenues—8,810.0 thousand lei.

Transfers received within the national public budget were forecast to total 19,158,878.8 thousand lei, with an increase of 1,210,381.0 thousand lei or 6.7% compared to the approved amount for 2025.

Total expenditures of the state social insurance budget for 2026 were forecast at 51,454,878.8 thousand lei—with an increase of 4,941,158.7 thousand lei or 10.6% compared to the expenditures approved for 2025, and 2,078,461.0 thousand lei or 4.2% higher than specified expenditures for 2025.

The determination of total expenditures of the state social insurance budget was carried out based on social protection legislation, analysis of the dynamics of the contingent of social benefit recipients, and the average size of these, applying macroeconomic indicators.

The Draft Law on the State Social Insurance Budget for 2026 is to be reviewed and voted on by Parliament. After adoption and promulgation, this law comes into force on January 1, 2026.

BASS is a budget that is part of the national public budget, collecting and managing funds intended for payment of pensions, allowances, and other social benefits. Funds are managed by CNAS.
