Thirty public buildings, universities, district hospitals of Moldova to undergo thermal rehabilitation with support of governments of Germany, France

A new energy efficiency project will be implemented in Moldova, under which 30 public buildings will be rehabilitated through the German Development Bank KfW and the French Development Agency. For this, grant and project agreements on the implementation of the program 'Initiative for the Development of Sustainable Public Infrastructure through Renovations of Energy Efficiency (INSPIREE) were signed in Chisinau today.

The INSPIREE project will be implemented by the government of Moldova, through the Ministry of Energy and the Consolidated Energy Project Implementation Unit (UCIPE), with the support of the French Development Agency (loan of 30.0 million euros) and the German Government (grant of 38.7 million euros) through the German Development Bank KfW.

The Ministry of Energy negotiated a loan and grant agreement for the energy renovation of 30 public buildings, including 16 higher education buildings (58,000 square metres) and 14 district hospitals (34,000 square metres). The educational buildings are primarily in Chisinau, while the hospitals are distributed nationally in nine districts.

‘’The project involves improving the comfort and functionality of public buildings, with renovations set to provide better conditions for users, either they are students, patients or public officials. By implementing energy efficiency measures, the goal is to decrease energy consumption in public buildings, leading to significant savings in the public budget. Another outcome of the project targets the cutting of greenhouse gas emissions,’’ Minister of Energy Dorin Junghietu said at the ceremony on signing the documents.

Financing will be provided from a loan by the French Development Agency (AFD), and an agreement on grant and project will be signed with the German Development Bank 'Institute for Reconstruction Credit' (KfW). The project will be implemented by the UCIPE.

The Initiative for the Development of Sustainable Public Infrastructure through Renovations of Energy Efficiency (INSPIREE) project will be implemented in  five-year period, following the signing of the financing and grant agreements with AFD/KfW with a total value of 73 million euros. As much as 30 million euros of this sum will be provided as a loan by the French Development Agency (AFD), 38.7 million euros - as a grant offered by the government of Germany through the German Development Bank 'Institute for Reconstruction Credit' (KfW), and 4.3 million euros represent the contribution of Moldova.
