New model of recruitment in public service discussed at Moldovan government
Representatives of human resources subdivisions have participated in a practical workshop on the reform of the centralized recruitment system in the public administration, organized by State Chancellery.
Such a recruitment model might ensure the uniform enforcement of the principles of meritocracy, professionalism and equal opportunity for all individuals willing to enter public service. The written test will be conducted using modern testing and evaluation techniques, ensuring an improved quality of the selection process.
The need to reform the recruitment system was reconfirmed through several strategic documents: the Public Administration Reform Strategy for the years 2023-2030, approved by the government, the Roadmap, Public Administration Reform, and the Growth Plan of Moldova for the years 2025-2027, reflecting the country’s commitments in the context of the European Union accession process.
The Action Plan for the implementation of the Public Administration Reform Strategy for the period 2023-2026 includes the development of a ‘’national competition concept for entering public service positions’’ within the central public administration. The development of this concept aims to provide a structured framework that will guide future implementation efforts, contributing to the professionalization of public service and ensuring coherence between recruitment and professional selection practices.
