Patient’s Voice platform launched in Moldova: patients’ feedback becomes official tool in reforming healthcare system

The Health Ministry today launched in Chișinău a national platform titled, Patient’s Voice, a digital tool through which citizens will be able to evaluate medical services and contribute directly to improving the healthcare system of Moldova. The event took place at the Timofei Mosneaga Republican Clinical Hospital, in the presence of authorities, development partners and medical staff.

Through this platform, each of Moldova will now be able to share their experiences regarding medical services by filling out a questionnaire about services’ quality, interaction with medical staff, informing about their rights and responsibilities as patients and other relevant aspects. The platform provides a secure and accessible mechanism that protects users’ confidentiality and reduces the fear of potential consequences, one of the most common barriers to providing feedback in the medical system.

During the event, Health Minister Emil Ceban said that the new platform marked an important step towards a more transparent healthcare system that is more focused on patients’ needs.

“We are here today at the Republican Clinical Hospital to launch a tool that brings the patient closer to the decision-making process. The national platform, Patient’s Voice, shows a commitment to transparency and to health system governance based on the actual experience in our medical institutions,” the minister said.

He emphasized that the evaluation of the healthcare system should not be limited to technical indicators:

“Modernizing the healthcare system does not mean only equipping it with infrastructure and instruments. The quality of medical services is ultimately reflected in the experience of the person who uses them. Starting today, we are complementing the evaluation with an essential dimension – the patient’s voice.”

The platform was developed with the support of the Government of Switzerland, the Swiss Red Cross and the CASMED Association, as part of the healthcare system’s digitalization process for the period 2025–2030.

Guido Beltrani, Director of the Swiss Cooperation Office in Moldova, highlighted the platform’s role in strengthening trust in the system:

“Patient’s Voice is not just a digital application. It is a trust-building mechanism, through which patients can express their experience openly and directly, while medical institutions can learn and adapt to provide better services.”

According to him, nationwide implementation proves the authorities’ commitment to placing the patient at the center of the healthcare system.

For his part, the director of the Timofei Mosneaga Republican Clinical Hospital, Andrei Uncuta, said that the tool would help institutions identify real problems:

“This tool gives the patient the opportunity to express a transparent opinion regarding treatment conditions. Feedback will allow us to see the real picture and intervene where needed to improve medical care.”

The authorities encouraged patients to use the platform and actively contribute to changing the system, underlining that responsibility for the quality medical services is shared between institutions and citizens.
