
New Land Code of Moldova enters into force on 1 April; brings more benefits to farmers
The new Land Code of Moldova comes into effect as of today, 1 April 2025. The document is meant to improve the management of farmlands and the protection of natural resources.
According to the Ministry of Agriculture and Food Industry (MAIA), the document includes several important provisions.
“It is about the digitization of the land cadaster. Information about the land fund will be available in a public digital system managed by the National Agency for Land Improvements and interconnected with other state registers. The platform will provide quick access to relevant data about soil quality, facilitating investment planning in agriculture. Also, fair tariffs, calculated based on the local context. A new mechanism for adjusting tariffs for changing the purpose of agricultural and forest lands will be adopted, depending on purchasing power and the specifics of settlements. The measure will bring more predictability for owners and investors,” says MAIA.
The new Code also provides measures for soil protection and land maintenance. Thus, landowners are asked to observe boundary limits, prevent soil erosion and degradation, avoid pollution and maintain land in a suitable phytosanitary condition.
Similarly, there are legal interventions for neglected lands. Lands left neglected for more than two years can be temporarily leased by the town hall through a transparent legal procedure. The owner can reclaim the land at any time and the income from the lease will be returned to them, after deducting administrative expenses.
