More funds for healthcare, medicines' compensation in 2026 budget of mandatory health insurance funds

The parliament has voted, in the second reading, the draft law for the mandatory health insurance funds for the year 2026 (FAOAM), envisaging significant increases for medical services and compensated medicines.

According to the document, FAOAM revenues for 2026 are estimated at 18.83 billion lei, up by 8.3 per cent against 2025, while expenditures amount to 19.217 billion lei, by 10.5 per cent compared to the previous year. The basic fund meant for medical and pharmaceutical services is proposed to be 18.66 billion lei.

From this sum, 3.9 billion lei will be allocated for primary medical care, including services provided by family medicine, with an increase of 14.1 per cent. As much as 1.74 billion lei is planned for specialized outpatient and dental medical care and for pre-hospital emergency services – 2.01 billion lei.

The largest allocation, around 8.98 billion lei, will go to hospital medical care, 4.3 per cent more than in 2025. In addition, expenditures for compensated drugs and medical devices will increase by 19.3 per cent, exceeding 1.43 billion lei. From this amount, 95.22 million lei is meant for expanding the list of compensated drugs and devices.

The development and modernization fund for public medical service providers is estimated at 340.2 million lei, of which 240.2 million will be used for capital repairs in national institutions, such as the Institute of Emergency Medicine, the Institute of Cardiology, the Mother and Child Institute, the Republican Clinical Hospital Timofei Mosneaga and the Oncological Institute.

The FAOAM 2026 budget provides for a deficit of 385.2 million lei.
