According to project coordinator Elena Ciobanu, the purpose of the mobility was to modernize the university educational process in the public health by developing the pedagogical and scientific competences of the teaching staff, integrating international best practices, and harmonizing study programs with European standards. The program included activities carried out both in the university setting and in hospitals.

They held meetings with professors of the Faculty of Medicine in Rouen, representatives of the International Relations Department, specialists in educational engineering, medical staff, residents and PhD students, and discussed collaboration prospects and the continuity of joint projects.
The academic mobility took place within Strengthening France – Republic of Moldova partnership for training specialists in public health project (FRAMO), financially supported by the French Ministry for Europe and Foreign Affairs through the Équipe France Fund, the French Embassy in the Republic of Moldova and the French Alliance in Moldova.
Launched in November 2025, the project aims to modernize the university curriculum in public health, integrate innovative teaching and assessment methods, promote Francophone values and develop long-term academic cooperation.
