Moldovan PM demands resignation of head of National Administration of Penitentiaries

Prime Minister Dorin Recean today demanded the resignation of the head of the National Administration of Penitentiaries (ANP). The demand comes in the context of the enforcement of the Amnesty Law, passed in 2021, which eventually allowed the release of dangerous inmates from prison.

“I have asked for the immediate resignation of the head of the National Administration of Penitentiaries. ANP is precisely the institution which should consider all the risks of releasing inmates, not allow abuses to happen,” said Dorin Recean.

Also, the parliament today voted a draft law meant to clarify the enforcement of articles 91 and 92 of the Criminal Code in the context of amnesty. According to the new interpretation, persons whose life sentences have been commuted to prison will no longer be eligible for early conditional release.

The proposed changes aim to eliminate the possibility for the same person to  simultaneously benefit from sentence commutation and conditional release. The draft stipulates that this clarification will also apply to those who have already been released conditionally.

At the same time, during the today’s plenary meeting, the lawmakers voted, in the first reading, a draft aimed at the correct and efficient enforcement of the provisions of the Criminal Code, the Amnesty Law in connection with the 30th anniversary of the declaration of Moldova’s Independence and the Criminal Procedure Code.
