
Fiscal adjustments approved by Parliament
Compensations provided to employees in the form of vacation vouchers or gym memberships will be deductible up to 50% of the average monthly salary. Additionally, employers will be able to deduct expenses for nanny services up to 2,500 lei. Legislative amendments to this effect were approved on Thursday by deputies.
The amendments also refer to the redistribution of profits from lottery revenues. Thus, 60% of the profits will be redirected to sports, 20% to culture, and 20% to local cinematography. In 2024, these revenues amounted to around 200 million lei.
Moreover, the changes to the Fiscal Code extend the category of non-taxable income for allowances awarded to public officials, dignitaries, medical-healthcare workers, and pharmacists who receive compensation for transport or housing rental in case they work in another locality.
For the business environment, the legislation provides clarifications and facilities, especially for small and medium enterprises in rural areas and strategic industries such as IT, agriculture, and rural tourism. The fiscal regime for large companies will become more predictable, and the threshold for applying transfer pricing rules increases to 20 million lei, reducing the administrative burden.
An important amendment aims at redefining and supporting SMEs by increasing the eligible annual income ceiling from 100 to 500 million lei, to avoid unjust exclusion from support programs.
Amendments to 12 laws were made, including the Fiscal Code, Customs Code and other normative acts.
